0-3 can server a baby that measures 28 inches long

No. My son was 25 inches long when we put it on and it was too tight.

My son is 10.5 lbs and 1 month old. 21 inches long. What size should I get?

I would buy the smallest size they have. I purchased this for my granddaughter last year when she was 2 months and it was so big she could wear it this year at 1 year old. I would not recommend buying this at all. Its crazy how big it was. Good luck!
