I have nice boots, don't care about them, top of my feet hurt when shifting a lot, will these help greatly in softening the 'hit' ?

It cannot be cut off but glued on...yes. But, unless you remove each time you get off the bike and never walk on it, the fabric touching the ground will wear out and break long before the shift pad.
