Ok, for starters... I did size down like so many reviews stated. And that particular skirt barely cleared my kids' behind, much less closed in any sort of fashion. I ended up ordering her normal waist size and to be honest it was still pretty fitted. BUT. My kid likes things below her belly button. Several inches below. Like "roll my tights down and look like I have an inner tube around my waist" in order to get it off her belly. This skirt is meant to sit higher, more at the natural waist. So if your kid is going to shove it down to low rise status, you aren't going to want to size down. At that low rise level, it's pretty long - bottom of kneecaps probably. If you're like me and bought it for a Hogwarts uniform skirt - it's really great for that but might need to be hemmed if you're going more their "normal" size if you don't want it below the knees. It has a zipper and button on one side and an elastic adjuster on the other side.

Great skirt. Bought for school uniform. Looks nice. Comes to the knees. Feels well made and the the adjustable elastic waist is very helpful.
