Q: Can this fit a razor with a 250 w motor

Yes I believe that it's the biggest size available that will mount right up. Anything bigger you would have to modify and fabricate it to fit. That's is what I used it for and it works great a little bit faster than previous original motor.

Q: Can i run this as a dc generator? And if so, what rpm will produce 12V?

This motor can be used as a generator. It will produce 12V at about 2000 RPM.

Q: What can I expect for a loaded rpm? Freewheel rpm is 3500.

The more load you put on the motor, the slower it will run. At an output of 350W, the motor will run at about 2500 RPM.
