Do all three comb attachments pass through coarse, thick hair without snagging or struggling?

No. I would say not. One attachment is in fact a brush, soft bristle kind. One is a very fine comb. The third would likely work. The fine comb, I am sure would work fine, but you would need to comb it first. The brush would likely make it frizzy. My daughters hair is thick, but not even shoulder length, so it works well for her.

Does this dryer give fine hair volume?

i have fine hair and i use the comb attachment. it gives my hair body. it dries really fast. i love this hair dryer

My new Andis puts out very little air flow on any speed compared to my old Revlon dryer. Is something wrong with it? Or just cheap China made parts?

It’s a ceramic hair dryer, so I doesn’t need the high air force to dryer your hair. We’re just used to feeling “powerful air means good hair dryer” but the ceramic one works differently. Think of it as a ceramic heater verses fan heater. Fan blows air but it isn’t as hot as a ceramic one that’s quieter but gives more heat.

Is the brush too soft?

I don't even use the attachments. I still dry the old fashioned way - a brush in one hand, the dryer in the other. I did notice that the brush bristles did seem to feel pretty soft, though.
