Will this accept gold powder and still look gold, or will black discolor the gold?

The gold will show, I would suggest you do a base layer, after it dries add a second layer with the gold added in.

This says that it is a finishing lacquer. does that mean i only use it as a top coat? or can i use this for the entire process?

It's well known for being used a top coat, but you can also use as a base or intermediate coat as well.
