I’m confused - does the silicon side grip the bar or your hand? Doesn’t seem to wrap in a logical way

You are properly confused. This company either doesn't understand how to use straps or doesn't want to admit they put the non-skid on the wrong side. Look up any how to use straps video and you will see the wrap goes the opposite direction of your grip, ie for these straps the silicon side would face your hand.
