My Ceyes brake lamp is 36" with a few feet of wire at one end.

Q: Is this for the outside of the rear wind shield ?

While it could be mounted either way, the design is primarily for placement inside the rear window. If mounted externally it will protrude beyond the surface and be likely to be dislodged. Be aware that tinted windows decrease the lamp's brightness to some degree depending on the amount of tint.

Q: On the 6 function light, can you disable all the colors of the rainbow? Because I like the white reverse light and amber turn signals.

I don't have the 6 mode version but I expect you can just leave the "rainbow" effect disconnected. It is probably not legal in many states anyway. I would point out that a white backup light in the rear window won't be much help in backing and it will probably confuse anyone behind you as well.
