I don’t know why it would fly off. It has a buckle fastener and fits snuggly. It works well for paddle boarding and windsurfing if I don’t wear a helmet

I would say go up a size to a large. I measured at 22.2 inches and the medium feels almost too snug.

Yes of course! Keep in mind that this surfing bucket hat is meant to fit tighter, so that the hat doesn't slide around your head while duck diving. But the same policy goes for all of our products, if you aren't satisfied for ANY reason, you can send it back within 30 days for a refund 😁 (I don't think Amazon does exchanges, but login to your account and you will see the option to send it back for a refund, and then you can order the larger size right away).
