The time delay to call cannot be modified to a different (shorter or longer) period. This is to avoid temporary outage that typically comes back within a few minutes, and to avoid unnecessary calls. The local alarm on the unit will sound almost immediately after a power outage, but you have to be near the unit to hear it. I connected my unit to a phone line that has backup power to dial out at the first 5 minutes and every 1 hour afterwards (until cleared). The first 5-minute call can be handled by a UPS connected to a phone modem, but the next call needs a different backup power source, because my UPS only lasts for about 20 minutes. I purchased and installed an A/C inverter (with deep-cycle car battery as power backup) to handle this type of event.
