Which position is switch on and which position is off?

The contact is closed when the float is in the horizontal position. (It can be used for filling and emptying a container simply by mounting the switch so that it floats up or floats down.) I have used them to fill a water barrel in a greenhouse and to empty a sump in a basement. Two switches and a relay required in both cases for an auto fill or empty system.

If the tails are connected out of water is the rest of the switch fully submersible?

Yes, but they are intended to be fitted through a hole in the container side. Much the same as a float valve in a water storage tank. The moving part of the mechanism appears to be a magnet that moves closer to a reed switch encapsulated in plastic.
