is the kerosene oil a necessity? can it cut without the oil or can any other oil be used?

kerosene oil is not required during using the glass cutter, it can work without it, oil can protect the cutter head, you can use other lubricants to replace the oil.

Can it cut sculptural (as opposed to flat) glass?

Depending on the type of glass, and the shape, you might be able to cut it with a wet saw or possibly a ring saw with a heavy ring blade. Regardless of glass or cutting method, patience would be key. Go slow!

Can I cut a bottle lengthwise?

No - get a diamond cutting blade for a dremel

At the cut, is it smooth enough to drink out of if you cut a wine bottle in half and use the base as a glass?

NO it is NOT safe to drink out of it until you use the sandpaper on the new cut edges on all edges inside and out. Then you can drink from it.
