Q: Will they hold wall bracket for 28kg tv

Hi depends on the wall type you will be hanging your TV on. I mounted my 65 inch Samsung TV 36 kilos using these screw bolts and rawl plugs to a solid masonry wall with no problems.

Q: Are those washer plastic?

No the washers are metal. And they are good quality for the price.. I used them for hanging my 75” tv.
