Yes, it was a perfect fit for my 2022 Toyota Highlander 8 seat suv. It is snug and I especially love that is fits all the way to the edges of the floorboard and has the lip to help keep stuff that spills contained, and believe it, we have tested it.

Does this fit a 2023 Highlander limited?

I don’t know. If the space dimensions are the same as they other Highlanders, yes.
