Will it fit a 350 v8 on a 1990 chevy k2500

I don't think so, this was purchased for a BBC 496ci motor. I think the SBC uses a different type of filter.

Will this filter work with the perma cool oil filter adapter i bought? does it have built in bypass?

I use the HP1, not the HP4. I have used this filter for 25 years or more on my off-road VW powered car. It is set up with remote filter mount and oil cooler and I run 50 weight oil. The HP1 has a steel housing and can withstand the high oil pressure at cold start-up with this thick of an oil.

What is the tread size on the fram hp4 oil filter?

I do not n¿know, but it fits to a BBC or SBC.
