It fits perfectly an adult male head. And yes, the parts move. The helmet is really good.

Is the overall height closer to 11" or 12"? I plan on having this sitting inside a shelf that's 11.25" x 11.25" and want to make sure it fits

When sitting on a flat Surface, mine is roughly 10.5" at its highest Point.

Can the face plate come off?

Yes, I believe in can be removed from the helmet. The plume top comes disassembled in the box when shipped also.

What is it made out of?

Flexible plastic, has fallen a bunch of times on the ground with no damage.
