Does the double-sided tape permanently stick to the wall? Or can it be removed? I don't want something that's going to damage the wall

The double-sided tape can firmly fix the hook for a long time. When you need to remove it, you can heat the tape with a hair dryer for 2 to 3 minutes, and you can easily remove it without damaging the wall.

Received with no glue or tape or way to hang. What is the solution?

I would either notify the company or Amazon but I would suggest buying command strips.

Does the hose move in and out freely while you sleep and move around?

Sorry, cannot answer your question as I only use mine to hang the hose up on during the day when I'm not sleeping. It sounds like you intend to use it to hold the hose during sleep and if that's the case I have no clue how to answer your question. I hope someone else might be able to.
