Can this work off a generator which is not sine wave

A “Generator” is by common usage a rotary device that produces SINE wave signals/current. A signal generator or invertor can produce a square wave or in the case of the invertor a modified square/sine wave output. If the square wave signal is symmetrical and 60 hertz, emulating a 60 hertz “line” signal, then; yes , it could. I recommend a pure sine wave invertor or generator to prevent overheating.

I have 2- 12v, agm batteries in series, each 212 amp hour. can it be used for them? off grid solar, need to charge them over the winter

Sure the charger will slow charge those. Trying to understand why you would need a plug in charger for an off grid solar system, as the charger is gonna have to pull from the grid, the panels, or the battery, one. Why wouldn't you use a solar charge contoller instead?

Is this charger adequate to charge and maintain a group 24 deep cycle RV battery?

Can I use it on lithium battery

This charger is designed for lead-acid batteries. Charging lithium batteries I believe uses less input voltage and the advertised charger is not adjustable. In short I would not try to charge a lithium battery with this charger.
