Q: does this steel box block RFID or keyless fob signals from "theft"?

You can dissimulate it, putting a picture on top

Q: Can this be mounted outside? Will exposure to water/the elements cause an issue?

You could mount this outside, but I wouldn't recommend it. The cabinet is not insulated in anyway so moisture and other elements can still get in. I have mine mounted in the garage and it works great there. However, I imagine if you were placing it in or under cover similar to a valet, that could work, just as long it isn't directly exposed to moisture or other elements.

Q: Can the center key holder be removed?

Not easily, the piano hinge is welded to the box. If you can manage to drive out the pin in hinge then you can remove it.
