Yes if someone else has a set they can remove yours. A lock is just to keep an honest man honest, it won't stop a thief.

What is the outer layer of this shackle made of? I read in the description that there is two layers.

Best Shackle Money Can Buy!

I was blown away by the quality and design of these shackles. They are mounted full time on a cool after market bumper on my 4 Runner and need to look good, be theft proof and be functional.
