Will this work on an Arrma Vorteks? Does it come with any sounds or do you have to download them and is there a fee to download?

It will fit into most 1/10 and 1/8 scale with mo problem you may have to get clever but it works. The unit comes preloaded with 2 sounds. They have a huge library on the app where you can make it more your own. Its super easy to do and takes no time at all but they have tons of different sounds for engine type and turbo blowout and brake noises too. Plus horn sounds!

Is it weather proof and waterproof

It is an electronic product and is not waterproof.

Could this somehow be hooked up to a power wheels car? Or is there something similar that could be used? I've already installed a variable pedal.

This product is only suitable for RC car and not suitable for other products. It requires separate ESCs and receivers. The integrated ESC receiver cannot be used.

Will this unit shift gears as you go or does it just rev up as if in nuetral?

When you download the app for your computer you can adjust the "shift points" it will shift but its not like a transmission shift but you get the effect of it for long full throttle pulls. I use the shifts on my trail truck and take them out for rock crawling. There is a good video on you tube where a guy goes through the app really clear. I highly recommend it. But to answer your question easily yes it does.
