Hello, our advice is to prepare your blood bags one day before your event. Asking your friends or families to help you. After you are done, keep them refrigerated. And do put the stickers on before filling drinks, it looks better.

Are these empty or do they come with fluid inside?

They’re empty and come with a syringe to fill them.

how do you get the inside of bags dry after washing for reuse?

They are really designed for one time use. If you wanted to reuse them I don't know if you need to worry about drying the inside of them, just fill them back up.
