No, it will not. It is too large by only a couple of inches.

Yes, it does stay on trolley. The bag is secured with 4 straps of heavy duty velcro. My son's Nurse pulls it around Highschool with Medical equipment. She said it worked well.

what are the internal dimensions?

The same as the exterior measurements give or take a 1/16th of an inch. It is cloth with no hard frame except what it sits on so the sides will expand some. Note that it is not the right size to use as a carry-on. Too big.
