How do you clean this barrel?

Our rain barrels are made of an algae-resistant material so the cleaning required is minimal. If the rain barrel does happen to get algae after a while in use, pool/chlorine tablets can be added to a full rain barrel to soak. After a day or two, drain and then rinse your rain barrel before use.

Can it handle heavy rainfall at entrance to barrel

The barrel will fill up via the 3x15 opening in the top. It will fill quicker with heavy rainfall. Once full, extra water will come out via the overflow in the front.
