Q: Can you use with a regular tie out? Can you attach it to one that screws into the ground?

Yes, I bought the cable for our camping trip to tie on two trees , but also bought the metal stake that screws into the ground just to be safe Incase we didn't have trees, and we only had one tree at our camp sight. So used the ground screw stake and it worked great to just need a lot of room.
