Is this safe to use around honey bees?

Yes! Just water tomato like normal with it and no harm to anything including bees.

Can you just mix this with the water in a watering can and pour it on the base of your plants saturating the soil?

You can mix it in a watering can (I used a pump sprayer), but it must be applied to the leaves and fruit. It does not get absorbed through the roots.

If I bought this last year is it still good this year? Does it expire?

I bought mine last year as well, and I am using again this year, and it seems fine and is still working. I do not believe it expires...but if it does, it would indicate it on the container somewhere.
