If you are trying to quiet your vehicle then you want a butyl sound deadening mat (at least 50 mil) and cover about 25% using smaller squares located strategically to keep body panels from vibrating. It is kind of heavy like peel and stick roofing material. Then insulate.

It would appear to be a poor language translation. The term "cotton" probably is meant to be a description for a flat layer of foam insulation as one would use a cotton blanket.
