Hello, Can this be affixed to the ceiling using magnets or heavy duty velcro strips?

Yes I think you could use magnets or Velcro strips but i used small Rawl plugs into plaster board. Simples.

Can this be used to replace the discontinued model Deta 1151?

We used it to replace an expired and discontinued fire angel model in a caravan ,as we didn’t want more holes drilled in the ceiling. I am sorry I don’t know if it was originally a Deta 1151 but all we had to do was use the original base and screw the new top on. Hope it helps.
