Is this electronic and run on batteries?

No, there are no electronics in these earplugs.

My question is, does this eliminate the wind noise and can you still hear Sena pretty loud? (Talk/music)? can someone chime in?

Yes you can hear\talk using Sena, but music sound max level is reduced a lot.

Do these plugs come with a case?

The photographer shows the case that comes with the four ear plugs.
