Can i play this if i never played any previous entry?

Yup. They don't have a connecting story and I'm sure they'll revamp the gameplay to be different from the other games. I do highly recommend you check out the other games when you have a chance.

Will this be English dubbed? If it is, will have the option to change it to Japanese?

It'll be English dubbed but will have Japanese audio as free DLC available to everyone on release. The release date was moved back though -- it won't be coming out until April 4th 2017 (unless it's delayed again).

What specifically is it rated M for?

Implications of statutory rape and definite child abuse all in the first boss are a good start to why it's rated M. The characters talk how high schoolers actually, so a lot of strong language. A large amount of Persona's are phallic as a whole or have a part that's phallic. I'm only past the first dungeon, so I'm sure there's much, much more reason for it to be rated M.

What are some games like Persona 5?

Tokoyo Xanadu Ex is similiar. Persona is pretty unique not many games like it. If you have access to a ps2 or ps3 you have the other personas 3 and 4 especially as well as the other Shin Megami Tensei games by Atlus. They share the same monsters and mythology, but different worlds.
