Are these top loaders from the top or from the side

Top loaders are tick plastic card protectors, these are thin perfect fit sleeves that you would use if your looking to double sleeve cards.

Do these fit the 2020 digimon tcg cards?

No, digimon cards are 92 x 67mm

Whats the difference between 40 microns thick and 60 microns thick for sleeves?

About 0.02 mm. Will you notice? Possibly - for bags and sleeves, there will be a slight difference in perceived sturdiness or how it warps and/or flops around.
