Does this fit on uppababy vista?

Not familiar with uppababy products but the Velcro strap is adjustable. All you need is a handle on the stroller and it will adjust to the size needed . It will move but overall great product!

what is the velcro strip on the bottom for?

It's used to secure the velcro straps. Some bars are thin so there is enough of the strap left over to still secure it to the bottom of the tray. If your straps do not reach the bottom, that is okay

It really depends on the type of stroller you have. Many strollers can fold up while the tray is attached.
