On my Mazda 3, the torque spec (dry) was 10.8-14.5 ft-lb (depends on whether the engine block is steel or aluminum, mine is aluminum) Regarding dielectric grease, a small amount should be put on the porcelain region of the plug. Dielectric grease does not conduct electricity (never put it on the threads or distal tip).
