Q: Is this backpack airline approved size for carry-on?

I’m sure it is easy to open all the three compartments

Q: Is the 17” a larger overall backpack than the 15”? Or is it simply a matter of a different sized compartment for a larger/smaller laptop?

It’s slightly larger bag than the 15”. It does have a zipper extension which gives it more room to store items. I have an iPad 2 letter size books all my cords and a wallet stored. Looks slim and it’s very comfortable to carry

Excellent Quality

The Bag is made up of sturdy materials. The craftsmanship is superb. My 17 inch laptop fits into it perfectly. The zipper is also of good quality.The expandable feature enables me to expand it only when needed. Otherwise it is a very slim backpack for everyday use.
