does the color actually change color?

When your fingertips are warm or normal body temp, then it is clear. So what ever color you have underneath will show up. When your fingertips are cold they change color to black or a darker shade of the color you have underneath. The first time I did it I had a hot pink color underneath. With two coats of the shade shifter on top, the color looked like a dark burgundy. The next time I did them I put three coats on and the color turned completely black. So yes, it does change color.

Does this work to help the fading on neon colors specifically with color street?.

Idk about color street specifically, but I wear this with neons and its great for protecting the polish without fade or chipping.
