the wire is used inside can I use it underground as out side under ground

No, not up to code even in conduit, you need UF (Underground Feeder) cable. http://www.amazon.com/SouthWire-Company-13055955-Wire-250-Foot/dp/B001D4A9EO/ref=sr_1_12?ie=UTF8&qid=1446989592&sr=8-12&keywords=underground+feeder+wire

How much does it weigh

About 9 pounds, I am thinking. Go down to Lowes or Home Depot and lift one off the rack and see what you think.

Can this wire be used in a crawl space attached to joists?

It must be stapled every 4' plus routed properly [although some localities may not always enforce the routing - I always ran my attic wires protected].
