Is this for 17” wheel

I used them on a 16" rim. I don't think it will matter if you're using 17" rims or not.

Why would this not fit 22" tires?

I believe Because a 22 inch will has more travel from top to bottom. And these struts do not travel that far. Again, the definition of travel is how much the shock has to go in or extend out.
