Q: What kind of flower fits best? Is water used in vase?

Using water can be a problem unless your guests are extremely careful when sliding the napkin from the ring. If they are aware of the water, then it should be fine. I have used small holly stems to begonia blossoms. You should be able to use most any flower that would work with your decor as long as the stem can be cut quite short. I love using them; they make a beautiful addition to your special "tablescape".
