Are they come empty or with the plants?

No plants come in them but small succulents go well in them

Can these be used outside too ?

I think they could be used outside. The concerns that I would have outside are as follows: they are small and therefore light, even with soil and a plant they might get blown around by the wind, The sun could fade the color over time, since the are small they wouldn’t show up and be a focal point outdoors. That being said I wouldn’t use them outdoors unless it’s in a wind proof area that is perhaps raised or elevated to enjoy the dainty features of the planters.

Will these sink if submerged under water?

I did not try it but I think they should because each one has a hole on the bottom.

what size plug do i need for drainage hole so i don't need a dish under the pots?

I filled the holes with clear silicone caulking that I had around the house.
