Q: Is this cap UV rated for outdoor exposure?

I am not sure but I use mine outdoor. I have it for about a year and so far it seems fine.

Q: Any idea if this would stretch enough to fit over the outside of a 3" coupling? i would like to plug a 3" coupling that has the pipe cut off flush.

I bought 2 of the 4 inch size. They fit 4 inch pvc pretty tight. They would definitely not fit over the a 4 inch coupling. The 3 inch size most likely will NOT fit over a 3 inch coupling.

Q: The OD of my pvc sewer pipe is 3.5". What size cap should i get?

Probably the 4 inch pipe and tighten the clamps the 3 inch might be to tight
