How to set stir mix on this mixer ?

Stir mix setting would be slow speed with flat attachment until mixture corporates it self if it’s a cake mix. You can go up faster if you like. It depends on what you’re making.

Where can i get a replacement splash gaurd?

A good measure is to keep the old one. A local plastic shop can cut a disc and may even cut the holes needed.
