Are these water resistant as well?

They are mesh. As in hundreds of thousands of holes. If you wear them in the wet, you will be as wet as if you had stood behind a window screen while someone sprayed the screen with a hose…. So, no, they are not water resistant.

I wear a 36 waist 32 length. What size is recommended?

Large should work for you, there is a pull string.

Do this have pockets?

They are mesh pants and I think it has slits to access the pockets in your pants underneath. Haven't used them in awhile though.

Is the mesh so transparent that it shows underclothes?

It is more fabric than hole. The holes are about the diameter of a pencil lead, and they're spaced about 3/16 inch apart. but really is basically a net like fabric. The draw string is trash... it's nothing more than a thin fabric sewn over it's self into a string/cord. The button tensioner won't even cinch down on it because the cheapo string is so thin and weak. Get a boot lace or paracord and swap it out so it'll work as advertised.
