i used this tool and all is said was manufacturer control. no code number with it? what does that mean? 1998 ford explorer sport.

OBD2 is the standard across all US cars. Some manufacturers also add brand specific codes, which may or may not be supported by the code reader. Sound like you have a vehicle/manufacturer specific code not supported by a $20 reader.
