Q: is there no shutoff valve for the connector for 20lb tank? -- requires replacement of plug when removing 20 lb tank?

No valve unless you install one. I have used this for about 4 years and that has never been a problem for me. But the onboard tank is off when using an external tank. I have used 20 LB and 100 Gal tanks (427 LB) on this just fine.

Q: What fitting do i need to hookup to a 20 gallon propane tank

Nothing - the threaded end attaches to the tank. All tanks now have both the large outside threads and the small inside threads. The inside threads are left hand (CCW) threads and you need to tighten with a wrench. Always shut off the valve when not using gas. Check fittings for leaks with Dawn in water.

Q: manifold won't allow fuel to flow after hooking up a 2nd time

Check o rings and make sure you are not cross threaded
