I use it on a Tab A 8.0 inch 2017. It will definitely work on 8.4 inch.

I have a slender case for my bkindle fire can this be pried back to fiT?

I think the hooks can be spread, if needed. But a funny thing happened after we got these straps for our Kindle Oasis, Fire Table 8. We found we no longer wanted the cases for these devices, making both lighter and easier to hold with strap. It surprised us and we like our devices even more.

does this work with the 12.9" ipad?

No, it is perfect for 9.7” iPad.

Can it be left on if using a case?

This strap is extremely short and has no give. I used it for maybe a week before it slingshot across the room and broke a picture frame. However, to answer your question, you can leave the case on, but that will just make it tighter.
