Could I use these on toddler overall? would the male portion be attached to strap or to the bi?

Yes they could be used on toddlers bib overalls I believe. The strap size has to match the parachute buckle size and they have to be sewn on or use glides on the straps for adjustment of length.

Has anyone tested the release/breaking strength of these? how hard of a pull can they take before releasing/breaking?

Will these work for cat collars?

I would guess they would work if your not going to walk the cat. I used them on children’s paracord bracelets. For decorative cat collars I’d say o.k. I wouldn’t want to see the cat get loose because I used a small plastic buckle. Hope this helps instead of confusing.
