Would it be good to use this to prime Barrel Threads with certain coatings before using threadlock for mounting different Muzzle devices?

Nope it contains acetone. It will take the bluing off.

What is the difference between this and 19269 / 7649? I'd like to use a primer for 271. TY.

7649 type of primer and this is primer N and 19269 size and type of container , this one is 1.75 fluid ounce glass bottle.

Is this primer necessary when only on surface is inactive, as in moly steel and aluminum?

Since Loctite anaerobic products cure through both the absence of oxygen and the presence of active metal ions, it is often suggested to use a primer on the surface of inactive metals, such as the ones mentioned, in order to achieve a cure time that is similar to that on an active metal, such as steel. The primer may not always be required though, so it is always best to test it for your application.

Should I use this on loctite 545 with brass and stainless threads?

If applied to stainless, it will speed the cure from that side. Since brass is very "active", not required on that side. Because the brass is so active, may not even need the primer on the stainless.
