Does anyone know why it won't come to my location

Some states ban toy/ replica guns. If your state has banned them, then Amazon cannot sell it to you.

can i spin the cylinder if you dont know what that is it is the part that hold the ammo

I'm pretty sure you can. You oughta be able to . My sons friend threw his cylinder in the woods not to long after ordering his so I tossed the gun in the garbage since its no good anymore .

does the hammer stay back if you pull it?

I don't recall. It didn't last very long before it broke.
