Q: Would this material be too thick for a bandana for a small dog? Also, does it charge with sunlight, or just artificial light? Thank you!!

It is like a very thin felt. I think it would work for a dogs bandana. It charges with sunlight or artificial light. I was very happy with it!

Q: Would this be appropriate for outdoor use? Looking for something I can use to make a small flag.

Yes you can use it for outdoor usage. We actually had it outside underneath a candy tray for trick or treat in 2022. It rained all night and a very heavy rain. Plus we sewed some on my grandson's "Poolbuster" outfit that I made him. It worked fine. Since it was dirty due to the rain, we washed it. It came out fine. It has to have enough time in the light to light up. My son said with enough light, it's as good as a glow stick. I have an outdoor flag designed on my Cricut to make for Halloween. Hope this helps.

Q: I'm thinking about using this in a quilting project. How compatible would this be with quilting cotton? What are the washing instructions?

I would say this is not compatible. The thickness alone is that of quilt batting and it is has a twill like feel on one side and a fleece feel on the other. It does not iron creases well either. Wash instructions: cold, delicate, air dry. You can iron it on the hottest setting without worry (tested this with different settings on scraps).
