Would this clip on to something wide, like the bumper bar of a stroller?

Yes the clip is fine to clip on something like that but as soon as you put something on the tray it falls

How much weight can it hold?

Pretty much snack type items. Served my son a hamburger and fries on it. That's about it. No drinks. It works great for lighter items. I've used it to eat a Wendy's taco salad. Hope this helped.

Does this work well with toddler car seats so 2 yr old can eat?

Depends on the carseat style. I have 3 different styles and none clipped on well enough or at all. I placed/clipped mine on the inside door compartment in one of my cars, worked well. I use it on occasion for myself. Clipped on the side of my middle compartment when opened. It's not very sturdy unless you twist and manipulate the neck of the tray but I don't recommend anything heavy placed on it, it will be unstable and tilt the item(s) off. Hope this helps 😊
